The Secretary of State, in exercise of the powers conferred upon him by sections 1(1), 47(4) and (5), 49(1) and (5), and paragraph 10 of Schedule 1 to the Building Act 19841 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
